O sim à Constituição é um sim à Europa

Sendo a situação o que é (e não o que gostarí­amos que fosse), a construção europeia passa, no momento presente e no futuro imediato, pela aprovação do Tratado Constitucional.
Nestas páginas, vou tentar expor as razões que me levam a pensar deste modo. E rebater a campanha, largamente demagógica, que os partidários da recusa não deixarão de lançar, como vimos recentemente em Françaa.
Os argumentos que tentarei aduzir serão o mais técnicos e o mais simples possí­vel, sem procurar a adesão emocional.
Penso deste modo contribuir para colocar em linha um argumentário ponto por ponto...

P.1. É possível ser a favor da construção europeia, e votar não ao referendo?
R.1 Em teoria pura, sim. Na realidade, não. Porquê?
a) Porque a construção europeia precisa agora de tornar-se também uma construção política e não só económica. Ora, a construção política faz-se com os outros países, o que significa negociar. Por seu turno, as negociações nesta matéria são e serão sempre extremamente complexas. O trabalho efectuado para a redacção da "Constituição", que associou personalidades de todos os países membros e candidatos foi longo, difícil, e não será possível (pelo menos nos anos mais próximos), recomeçar do início. Talvez fosse bom: mas não é possível.
b) O tempo conta. Por isso, nos próximos (5, 10?) anos, vamos ter a Constituição que está à votação, ou regressamos ao último tratado (Nice). Este é frágil, confuso, inadaptado a uma construção a 25 ou 27 membros. Recusar a o Tratado significa para a construção política por muitos anos.
